feat: 完整实现业务模块Controller

新实现的服务:
- RewardService: 奖励管理完整业务逻辑
- RiskService: 风险管理完整业务逻辑
- AuditService: 审计日志完整业务逻辑
- SystemService: 系统配置完整业务逻辑

增强的实体:
- UserRewardEntity: 添加status字段

修复的TODO:
- RewardController: 移除stub，实现实际查询
- RiskController: 移除stub，实现实际查询
- AuditController: 移除stub，实现实际查询
- SystemController: 移除stub，实现实际查询
